This proposal sets out three costed options: a lighter refresh that leans on static imagery with simple pans and zooms, a full refresh of the existing animation, and a brand-new replacement animation with fresh illustrations throughout. Each is quoted as a fixed-price lump sum, and voice-over is included in every option.
Our recommendation is the full refresh, which best matches your brief of a revised script with graphics that largely align and a couple of movement changes, while giving the finished video a polished, up-to-date feel.

A few years ago Opposite produced the animation explaining Council's Integrated Planning and Reporting Framework. Council now has a revised script and wants the video brought up to date, or replaced entirely.
The existing IPRF animation is approximately three minutes long and remains a strong foundation. Council has a revised script, and the current graphics largely align to it, with only a couple of graphic movements and changes required to bring the two back together.
The key question was whether the original could be updated efficiently, rather than rebuilt. Because Opposite produced the original and has retained the project files, updating the existing animation is entirely viable, and is the most cost-effective path for the majority of the change Council is describing.
At the same time, Council asked us to price a full replacement, so this proposal covers both refreshing the current video and creating a brand-new one, letting Council weigh cost against the degree of visual renewal.
We recommend Option 2: Full Refresh of the existing animation. It directly matches the brief, a revised script with aligned graphics and a few movement changes, and delivers a polished result without the cost of new illustration.

Patrick is Opposite's Head of Human Enablement and a Senior Consultant with a strong background in organisational psychology, human factors and behaviour change. He is a registered Organisational Psychologist who brings a practical, systems-oriented approach to helping organisations build leadership capability, improve safety and create clearer, more effective ways of working.
His career spans consulting, research, human resources, policy and strategy, with experience across transport, energy, telecommunications, water and government. Patrick connects psychology with real-world systems and is particularly strong at turning complexity into practical action and designing interventions that are evidence-informed and workable on the ground. Patrick oversaw the original IPRF animation and will guide this refresh.

Rahnuma is Opposite's Head of Design, bringing together strategic design thinking, creativity and user experience expertise to craft clear, engaging and practical solutions. She plays a key role in translating complex ideas into intuitive, visually compelling outputs.
She holds a Master of Design and has a background in architecture, giving her a strong multidisciplinary design foundation. Over the past five years she has contributed to a wide range of projects focused on simplifying complex concepts, improving usability and strengthening communication through thoughtful design. Rahnuma combines creativity with structure, helping make information clearer, more usable and more engaging.
